The green card is the "electronic ID card" of renewable energy green power, and it is also the only certificate for identifying the production and consumption of green power. On the whole, the green electricity consumption system based on green certificates has been basically established in China, and the green certificate issuance transaction is stable and orderly, and the green electricity consumption of the whole society has achieved initial results.

When the whole society to improve the level of green power consumption has become the trend of the times, how to further play the role of green card, promote the formation of energy-saving carbon reduction force? At the kick-off meeting of the National Energy Administration's green certificate issuance work (hereinafter referred to as the kick-off meeting) held on December 13, the National Energy Administration's New Energy Department and the qualification center responsible for the green certificate issuance work made specific arrangements for the full coverage of the current and next stage of green certificate issuance. The National Renewable Energy Information Management Center, power grid enterprises, power trading institutions, power generation enterprises and green certificate buyer enterprises have also expressed their insights.

China will become the world's largest green card supply market

Following the breakthrough of 1.3 billion kilowatts in June this year, the installed capacity of renewable energy power generation in China reached a new high, exceeding 1.4 billion kilowatts by the end of October, reaching 1.404 billion kilowatts, an increase of 20.8 percent over the same period last year, accounting for about 49.9 percent of the country's total installed power generation capacity. It is estimated that by the end of the year, the installed capacity of renewable energy power generation will exceed 1.45 billion kilowatts, and the installed capacity of wind power photovoltaic power generation will exceed 1 billion kilowatts.

The green certificate system is an important market-oriented mechanism to support the development of renewable energy. In July this year, the National Development and Reform Commission, the Ministry of Finance, and the National Energy Administration jointly issued the "Notice on Doing a Good Job in Full Coverage of Renewable Energy Green Power Certificates to Promote Renewable Energy Power Consumption" (Development and Reform Energy [2023] No. 1044), It has strongly promoted the issuance of green certificates and full coverage of transactions, laying the foundation for further expanding green power supply and increasing green power consumption.

"Theoretically, all equivalent amounts of renewable energy have the same external environmental value, and the issuance of green certificates for the amount of electricity generated by various types of renewable energy in China is the best way to universally and fairly reflect and recognize their external environmental attributes. The issuance of green certificates with full coverage is conducive to the improvement of the green power green certificate trading market, the expansion of the application field of green certificates and the expansion of the scope of international green certificate mutual recognition." The National Development and Reform Commission Energy Research Institute researcher Shi Jingli analysis pointed out.

Shi Jingli believes that in the green certificate and green electricity transaction, according to the new regulations, the green electricity transaction will be uniformly issued by the National Energy Administration with the green certificate transaction certificate and stamped with the special seal of the National Energy Administration, thus ensuring the authority and uniqueness of the certificate. Previously, green electricity vouchers were issued through multiple channels and different standard methods, which caused certain obstacles to the expansion of the scale of green card transactions, the promotion of green consumption certification, the coordination and mutual recognition between domestic mechanisms and international mechanisms.

The reporter learned from the kick-off meeting that as my country's renewable energy installed capacity and power generation continue to rise, after achieving full coverage of green certificates, my country will become the world's largest green certificate supply market.

At present, the domestic purchase of green card power mainly comes from the "export-oriented", the rest of the enterprises or individuals to buy green card completely rely on voluntary, consumer power is very limited. With the increase in supply, corresponding to the lack of demand for green certificates, how to solve the situation of "price without market" of green certificates?

Wang Caixia, chief engineer of the New Energy Institute of the State Grid Energy Research Institute, said in an interview: "In terms of further activating the market demand for green certificates, it is necessary to improve the supporting green certificates and green electricity consumption incentive policies as soon as possible in the future, promote the green certificates to play a role in more application scenarios, and cultivate market entities that purchase green certificates and green electricity. For example, as soon as possible, study the specific plan to decompose and implement the weight of renewable energy consumption responsibility to the main body of the market that bears the responsibility of consumption, study the specific mechanism of linking green electricity with the carbon market, and speed up the introduction of relevant policies to expand the market demand for green electricity."

Shi Jingli also mentioned that it is necessary to distinguish the environmental value and price of green certificates. Green certificates are the embodiment of environmental value and their price is formed by the market. At present, there are differences in the prices of green certificates at home and abroad. Although the domestic price is higher than that of international green certificates (equivalent to 1~3 points/kWh in the near future), it is still far lower than the external environmental value, I .e. it fully reflects the external environmental value and needs policy guarantee, domestic green card prices may change with policy boundaries and market supply and demand adjustments, the relevant subjects need to pay attention.

The international influence of green card still has a long way to go.

This kick-off meeting is a key step in the implementation of relevant policies for the issuance of full coverage of green certificates, and will further accelerate the green and low-carbon transformation of energy in China. It is understood that the National Energy Administration issued about 11.91 million green certificates in the first batch, involving 1168 projects and 755 power generation enterprises.

At the kick-off meeting, 12 power generation companies applying for green certificates and 10 green power user representatives were awarded the first batch of green power certificates issued by the National Energy Administration. The reporter noted that there are many Hong Kong and Macao enterprises and foreign-funded enterprises.

Recently, the first batch of cross-border green power certificate transactions between Hong Kong and Macao were concluded on the platform of Guangzhou Electric Power Trading Center. With Guangdong-Hong Kong-Macau Greater Bay Area as the window, the international influence of China's green certificates has been further enhanced. A total of 4 Hong Kong and Macao enterprises in this round of green certificate trading through the signing of green power certificate trading agreements with Southern Network International, CGN New Energy and State Power Investment, relying on the unified power trading platform of the southern regional power market, a total of 14200 green certificates were traded, equivalent to 14.2 million kWh of electricity.

According to reports, Hong Kong and Macao enterprises participating in the transaction have obtained a new version of the green power certificate transaction certificate issued by the National Energy Administration, marking a key step for Hong Kong and Macao to participate in the national green certificate green power transaction. He Xiaobai, member of the party group and deputy general manager of China Southern Power Grid, said at the kick-off meeting: "We will strengthen cooperation and exchanges with our counterparts in Hong Kong and Macao, establish a long-term mechanism to serve Hong Kong and Macao users to purchase green certificates, and promote the sharing and mutual aid of green power resources in the Guangdong-Hong Kong-Macao Greater Bay Area. Further enhance the international influence of my country's green certificates through the Greater Bay Area window."

At the kick-off meeting, Chen Guoping, deputy general manager of State Grid and a member of the party group, revealed that the recent green power international standards established by State Grid in the Institute of Electrical and Electronic Engineers were officially released, and at the same time, new international standards related to green card transactions were established to promote China's green card green power. A solid step has been taken in internationalization. State Grid will continue to step up its efforts to develop and issue a series of relevant standards set up by the International Telecommunication Union, the International Electrotechnical Commission and other institutions, so as to provide standard support for enterprises to effectively deal with carbon tariffs and better participate in international competition.

Nowadays, some large multinational enterprises, such as apple and BMW, have put forward more and more stringent low-carbon requirements for their upstream and downstream industrial chains, which is particularly important for export-oriented enterprises. In fact, it has become a consensus in the industry to improve the international influence and recognition of China's green card. Document No. 1044 proposes to strengthen the connection with the carbon market and international mutual recognition, clarifies the direction of the improvement of the follow-up mechanism, and provides a better expectation for the opening and connection between the green card and the international.

For the next work, Wang Caixia suggested, first, to systematically think and design the international mutual recognition of green certificates and green electricity from the policy level, standard level, mechanism level, rule level and platform level. The second is to build a multi-dimensional information platform covering all green power consumption information and carbon market trading information to ensure the uniqueness of green power environmental rights and interests and lay a good foundation for international certification. The third is to accelerate the development of international standards and industry standards for green power, promote my country's green power to be recognized by more countries and regions, and transform my country's green power market development advantages into international discourse advantages.
